The National for October 6, 2019 — Debate week, Ontario school strike threat

October 10, 2019

(*)>>Rosemary: TONIGHT, WE’RE HERE AT THE CANADIAN MUSEUM OF HISTORY WHERE TOMORROW THE CAMPAIGN COULD SHIFT. THE STRATEGY AND THE STAKES IN THE FIRST AND THE ONLY ENGLISH DEBATE. OUR “WAR ROOM” IS STANDING BY.>>>AND THE OTHER CAMPAIGN WILDCARD, EDUCATION WORKERS ARE SET TO STRIKE IN ONTARIO TOMORROW.>>>THE IMPEACHMENT INQUIRY DEEPENS. A SECOND WHISTLEBLOWER COMES FORWARD AGAINST DONALD TRUMP.>>YOU’RE BEING TREATED LIKE YOU’RE AN AFTER THOUGHT.>>Rosemary: AND WHY AIRLINES ARE ALLOWED TO KEEP YOUR MONEY, EVEN IF YOU DON’T GET THE UPGRADE THAT YOU PAID FOR.>>>THIS IS “THE NATIONAL.” (*) WE ARE ACROSS THE RIVER FROM PARLIAMENT HILL HERE IN GATINEAU, QUÉBEC. YOU’RE LOOKING AT THE CANADIAN MUSEUM OF HISTORY. AND THIS IS WHERE TWO LEADERS’ DEBATES WILL TAKE PLACE THIS WEEK WHEN SO MUCH COULD CHANGE IN THIS FEDERAL ELECTION CAMPAIGN. AND THAT’S WHY WE ARE HERE TONIGHT WITH THE POLL NUMBERS HAVING BARELY BUDGED SINCE THE START OF THIS CAMPAIGN. ESPECIALLY THE ENGLISH ONE TOMORROW COULD PROVE TO BE PIVOTAL. THE PARTIES HAVE JUST TWO WEEKS NOW LEFT TO MAKE THEIR PITCHES DIRECTLY TO YOU AND TO GET IN THEIR JABS AT THEIR OPPONENTS TOO BEFORE ELECTION DAY, OCTOBER 21st. UNTIL THEN, SUNDAYS HAVE A POLITICAL FOCUS HERE AT “THE NATIONAL” AND WE’LL ZERO IN ON THE POLLS AND HEAR FROM UNDECIDED VOTERS, AND GET INSIDE THE WAR ROOM STRATEGIES. BUT WE BEGIN TONIGHT WITH SOME BREAKING NEWS THAT COULD WELL HAVE IMPLICATIONS FOR THE FEDERAL ELECTION. WE ARE EXPECTING WORD AT ANY MINUTE NOW ABOUT NEGOTIATIONS BETWEEN ONTARIO’S GOVERNMENT AND EDUCATION WORKERS. THE SIDES ARE JUST HOURS FROM A STRIKE DEADLINE. WITHOUT A DEAL THERE WILL BE NO SCHOOL TOMORROW FOR HUNDREDS OF THOUSANDS OF ONTARIO STUDENTS. TALIA RICCI WITH DETAILS AND THE RELIEF TONIGHT.>>Reporter: IT WENT DOWN TO THE WIRE BUT A DEAL IS NOW DONE.>>AND THE DEAL THAT WE REACHED WE SECURED A REINSTATEMENT OF THE LOCAL PRIORITIES FUND. WE WERE ABLE TO RETAIN OUR EXISTING SICK LEAVE PLAN. WE WERE ABLE TO ACHIEVE MODEST WAGE INCREASES.>>Reporter: JUST HOURS BEFORE THE DEADLINE, FIRST THE PROVINCE AND THEN THE UNION ANNOUNCED A TENTATIVE AGREEMENT HAS BEEN REACHED. CUPE, THE UNION REPRESENTING THE WORKERS, SAYS THAT THE NEW DEAL SECURES SERVICES FOR STUDENTS AND IMPROVES THE WORKING LIFE FOR 55,000 EDUCATION WORKERS. THAT MEANS THAT THE SCHOOLS WILL BE OPEN TOMORROW.>>SCHOOLS IN THE PROVINCE OF ONTARIO WILL BE OPEN RIGHT ACROSS ONTARIO AND NORTH, SOUTH, EAST AND WEST, ENGLISH AND FRENCH. THAT IS CERTAINLY MY EXPECTATION.>>Reporter: A RELIEF FOR THE PARENTS WHO AS LATE AS THIS AFTERNOON WERE SCRAMBLING TO FIND CHILD CARE.>>AND I AM A SINGLE MOM, SO I HAVE NO OTHER SOURCES OF CHILD CARE. MY DAUGHTER HERE IS IN GRADE EIGHT AND SHE HAS SPECIAL NEEDS AND SHE’S SUPPORTED BY EDUCATIONAL ASSISTANTS.>>Reporter: WITHOUT EDUCATIONAL ASSISTANTS, CUSTODIANS AND OFFICE ADMINISTRATORS MANY SCHOOL BOARD HAS PLANNED TO SHUT SCHOOLS DOWN FOR SAFETY. NOW THAT A STRIKE IS OFF THE TABLE, THE QUESTION IS WHETHER IT CAN BE LEVERAGED ON THE CAMPAIGN TRAIL.>>ANDREW SCHEER…>>Reporter: ONTARIO PREMIER DOUG FORD HAS COME UNDER FIRE FOR CUTS TO EDUCATION. CONSERVATIVE LEADER ANDREW SCHEER HAS BEEN AVOIDING APPEARANCES WITH HIM FOR WEEKS. BUT JUSTIN TRUDEAU HAS BEEN TRYING TO LINK THE TWO. AND TODAY HE DID IT AGAIN.>>Rt. Hon. Justin Trudeau: ANDREW SCHEER IS KEEPING HIS FULL PLATFORM AND HIS COSTING. YOU KNOW WHO ELSE DID THAT? DOUG FORD. HE KEPT IT SECRET FROM CANADIANS AND THEN TURNED AROUND AND CUT HEALTH CARE, CUT EDUCATION.>>Reporter: TOMORROW TRUDEAU IS NOW SCHEDULED TO CAMPAIGN ALONGSIDE ONTARIO TEACHERS. STILL IT MUST BE A RELIEF FOR THE CONSERVATIVE CAMPAIGN AND PARENTS. TALIA RICCI, CBC NEWS, TORONTO.>>Rosemary: WHILE ALL OF THAT COULD AFFECT VOTERS IN ONTARIO, VOTERS ALL OVER WILL HOPEFULLY HAVE EYES ON TOMORROW’S DEBATE RIGHT HERE. I’LL BE INSIDE AS ONE OF THE FIVE MODERATORS AND THERE’S A LOT AT STAKE FOR THE LEADERS. KATIE SIMPSON TAKES US PARTY-BY-PARTY THROUGH THE STRATEGIES TO COME OUT WITH WHAT THE STRATEGIES WILL BE TO COME OUT A WINNER.>>Reporter: IN THE CANADIAN MUSEUM OF HISTORY THE STAGE IS BEING SET FOR A BREAKTHROUGH. THIS WILL LIKELY BE THE MOST SIGNIFICANT OPPORTUNITY FOR PARTY LEADERS TO MAKE A DIRECT CONNECTION WITH CANADIANS. A CRUCIAL MOMENT IN THIS NECK-AND-NECK RACE.>>Rt. Hon. Justin Trudeau: WE ARE A GOVERNMENT THAT HAS PUT THE FIRST REAL PLAN TO FIGHT CLIMATE CHANGE IN CANADA’S HISTORY IN PLACE, AND OUR PRIMARY OPPONENT, ANDREW SCHEER, HAS PROMISED THAT THE FIRST THING THAT HE WOULD DO IS TO TEAR UP THAT CLIMATE PLAN.>>Reporter: FOR JUSTIN TRUDEAU, IT’S ALL ABOUT CLIMATE CONTRAST. THE LIBERAL LEADER DROVE HOME THAT MESSAGE TODAY WITH HIS SON. HE WILL ARGUE HIS PLAN IS BETTER THAN CONSERVATIVE LEADER ANDREW SCHEER’S IN AN EFFORT TO MOTIVATE PROGRESSIVES INTO SHOWING UP ON ELECTION DAY. SCHEER SPENT HIS DAY PREPARING WITH HIS INNER CIRCLE AFTER A DIFFICULT FRENCH DEBATE LAST WEEK, WHERE THE OTHER LEADERS GANGED UP ON HIM. HE SEES THIS AS AN OPPORTUNITY FOR CANADIANS TO GET TO KNOW HIM BUT HE COULD ALSO FACE ATTACKS FROM HIS FORMER CONSERVATIVE COLLEAGUE, THE NOW LEADER OF THE PEOPLE’S PARTY OF CANADA, MAXIME BERNIER. THE N.D.P. LEADER ALSO NEEDS TO RAISE HIS PROFILE.>>Jagmeet Singh: A LOT OF PEOPLE FEEL THAT THEY’RE NOT BEING HEARD AND THEIR STRUGGLES ARE NOT BEING SEEN AND I WANT TO MAKE SURE THEY BE THAT I SEE THEM.>>Reporter: JAGMEET SINGH HAS GAINED POSITIVE MOMENTUM AFTER EXCEEDING EXPECTATIONS IN THAT SAME FRENCH-LANGUAGE DEBATE. BUT HIS PARTY SITS A DISTANT THIRD AND HE NEEDS TO WIN BACK VOTERS DISAPPOINTED BY TRUDEAU. GREEN LEADER ELIZABETH MAY AND THE BLOC QUÉBECOIS’ YVES FRAN SO BLANCHET AND BERNIER ARE UNDER LESS PRESSURE, SINCE THERE’S LESS CHANCE THAT THEY’LL BECOME PRIME MINISTER, MEANING THEY HAVE OPPORTUNITIES TO TAKE CHANCES WITH. WITH THE ADVANCED POLLS OPENING UP THIS WEEK, THE LEADERS ARE RUNNING OUT OF TIME TO GET CANADIANS ONSIDE. KATIE SIMPSON, CBC NEWS, GATINEAU, QUÉBEC.>>Rosemary: SO WHETHER ANY OF>>Rosemary: THIS RACE HAS BEEN LOCKED IN PLACE FOR WEEKS. POLLSTERS KEEP ASKING THE SAME QUESTIONS AND VOTERS HAVE VERY SIMILAR ANSWERS. BUT FOR THE FIRST TIME SINCE FEBRUARY NOW POLLS SHOW THAT THE LIBERALS AHEAD OF THE CONSERVATIVES BUT JUST. THIS IS THE SLIGHTEST OF MOVEMENT AND THE SLIMMEST OF LEADS. MAKING TURNOUT ALL THE MORE IMPORTANT, PARTICULARLY FOR THE LIBERALS. DAVID COCHRANE EXPLAINS WHY. [Cheers and Applause]>>Reporter: JUSTIN TRUDEAU STILL DRAWS THE BIGGEST CROWDS OF THIS CAMPAIGN. BUT THEY ARE TINY COMPARED TO THE MASSIVE RALLIES OF 2015 WHEN TRUDEAU WAS RUNNING AS AN IDEA, RATHER THAN AN INCUMBENT.>>Rt. Hon. Justin Trudeau: BETTER IS ALWAYS POSSIBLE! [Cheers and Applause]>>Reporter: THE POLLS SUGGEST THAT TRUDEAU NEEDS TO DO BETTER. THE LEAD PARTIES ARE IN A STATISTICAL TIE, THE COALITION DISBURSED AMONG THE PROGRESSIVE VOTERS. HIS PATH TO RE-ELECTION DEPENDS ON KNITS IT BACK TOGETHER, AND IT WON’T BE EASY.>>HE ALSO NO LONGER GETS TO POSITION HIMSELF AS THE FRESH, ETHICAL, INTEGRAL LEADER THAT HE PROMISED TO BE. [Applause]>>Reporter: IN CONTRAST TO TRUDEAU’S EVENT, ANDREW SCHEER OFTEN LOOKS PAINFULLY ALONE. BUT HE’S REALLY CAMPAIGNING WITH THE SUPPORT OF AT LEAST FIVE MILLION PEOPLE. EVER SINCE STEPHEN HARPER’S BREAKTHROUGH IN 2006, THE CONSERVATIVES HAVE BEEN ABLE TO COUNT ON ABOUT 5.5 MILLION VOTES.>>THE VERY MOTIVATED VOTE BASE THAT REALLY INTERESTED IN HEARING ABOUT NEW OR DIFFERENT POLICIES, BUT IS SO IRRITATED AND SO ANGRY AT JUSTIN TRUDEAU THAT THEY WOULD SHOW UP TO VOTE NOT ONCE, BUT THREE TIMES, IF IT WAS LEGAL FOR THEM TO DO THAT.>>Reporter: THE LIBERAL VOTE IS FAR MORE FICKLE, A ROLLER COASTER OF SHIFTING SUPPORT THAT CAN’T BE COUNTED ON FROM ONE ELECTION TO THE NEXT. MAKING VOTER TURNOUT THE ISSUE ON ELECTION DAY.>>THE SMALLER THE VOTING PIE, THE MORE THAT ABSOLUTELY BENEFITS AND IS ADVANTAGEOUS TO THE CONSERVATIVE PARTY. A LARGER VOTING PIE MEANS THAT THE LIBERALS HAVE A FIGHTING CHANCE.>>Reporter: THE LIBERAL SUCCESS IN 2015 WAS DRIVEN IN LARGE PART BY THE SURGE IN THE YOUTH VOTE. BUT AFTER BUYING A PIPELINE AND BREAKING A PROMISE ON ELECTORAL REFORM AND APPEARING IN BOTH BLACKFACE AND BROWNFACE, THEY ADMIT THAT TRUDEAU IS NO LONGER SEEN AS THE INSPIRATIONAL FIGURE THAT WON THE LAST ELECTION, MAKING IT HARDER TO RECREATE THE WINNING CONDITIONS. DAVID COCHRANE, CBC NEWS, OTTAWA.>>Rosemary: TOMORROW’S DEBATE HERE AT THE MUSEUM OF HISTORY WILL BE A BIT DIFFERENT THAN YEARS PAST. HERE’S WHAT YOU CAN EXPECT… THE DEBATE WILL BE SPLIT INTO FIVE TOPICS, LED BY ONE OF THE FIVE MODERATORS, INCLUDING MYSELF. AFFORDABILITY, ENVIRONMENT AND ENERGY, INDIGENOUS ISSUES, LEADERSHIP, AND POLARIZATION, HUMAN RIGHTS AND IMMIGRATION. EACH TOPIC WILL FEATURE A VOTER QUESTION, A FOLLOW-UP FROM THE MODERATOR, AND, OF COURSE, DEBATING AMONGST THE LEADERS. ALL OF THIS IN FRONT OF A LIVE, NON-PARTISAN STUDIO AUDIENCE. OKAY, SO WHAT’S GOING ON BEHIND CLOSED DOORS TONIGHT? MAN, I’D LOVE TO KNOW. AS THE LEADERS PREPARE, OUR “WAR PANEL” WILL TRY TO TAKE US INSIDE OF THE DEBATE STRATEGY. THAT’S COMING UP IN ABOUT 10 MINUTES’ TIME.>>>WHILE CANDIDATES PUSH TO SWAY VOTERS THEY CAN ALSO BECOME TARGETS. AND POLICE ARE WATCHING CLOSELY. SOURCES TELL CBC NEWS THAT THEY FEAR THAT THIS ELECTION, ONLINE HATE COULD TURN TO REAL VIOLENCE. ASHLEY BURKE EXPLAINS.>>Reporter: QUÉBEC CANDIDATE MARIAM ISHAK SAID THAT SHE EXPECTED SOME VANDALISM OF HER CAMPAIGN SIGNS, BUT NOTHING LIKE THIS.>>IT’S DISGUSTING AND IT HURTS. I THINK THAT HATE EXISTS AND WE CAN SEE IT, IT’S RISING.>>Reporter: ISHAK HAS ALSO BEEN TARGETED BY ONLINE HATE, SHE SAYS BECAUSE SHE’S AN IMMIGRANT. FOR THAT POLICE HAVE OFFERED TO PROTECT HER.>>I HOPE THAT I DON’T HAVE TO GET TO THAT POINT.>>Reporter: BUT CBC NEWS LEARNED THAT THE RCMP IS CLOSELY MONITORING AN INCREASE IN VOLUME AND INTENSITY OF ONLINE THREATS AGAINST POLITICAL LEADERS. AND SPECIALIZED UNITS LOOK THROUGH THE DARK WEB FOR THREATS AND WHERE THEY’RE COMING FROM. THEN THEY PRODUCE DAILY REPORTS FOR THOSE PROTECTING THE LEADERS. THE MOST FREQUENT TARGET — JUSTIN TRUDEAU.>>THANK YOU, EVERYONE.>>Reporter: YELLOW VEST PROTESTERS CONFRONTED TRUDEAU AT AN EVENT MORE THAN A WEEK AGO. GOVERNMENT SOURCES SAY THAT THE RCMP IS CONCERNED ABOUT ANTI-IMMIGRATION POSTS. THIS RESEARCHER ANALYSES POLITICAL ACTIVITY ON TWITTER.>>THE MOST DIFFICULT ONE ON TWITTER IS MAKING ANTI-ISLAMIC STATEMENTS AND ANTI-IMMIGRATION STATEMENTS AND THOSE CONVERSATIONS BECOME POLARIZED AND THAT CAN SPILL TO THE OFFLINE INTO A PHYSICAL WAR.>>Reporter: N.D.P. LEADER JAGMEET SINGH HASN’T EXPERIENCED VIOLENCE HIMSELF, BUT IS ACUTELY AWARE OF HOW IDENTITY IS PLAYING IN THIS ELECTION.>>Jagmeet Singh: HATE AT ITS END CAN RESULT IN DEATH. SO IT IS SCARY AND IT’S REAL AND WE’VE GOT TO DO OUR BEST TO TACKLE IT IN EVERY ELEMENT, DENOUNCING IT, DENOUNCING POLICIES, AND ALSO TRYING TO BRING IN PLACE ECONOMIC SECURITY FOR PEOPLE.>>Reporter: NO ONE HAS BEEN HURT SO FAR BUT THERE HAVE BEEN THREATS THAT SENT POLICE KNOCKING ON PEOPLE’S DOORS. POLICE WILL REMAIN VIGILANT. THE CAMPAIGN IS NOT OVER YET. ASHLEY BURKE, CBC NEWS, OTTAWA.>>Rosemary: TO WASHINGTON NOW AND THE IMPEACHMENT INQUIRY INTO THE PRESIDENT. NEWS TONIGHT THAT A SECOND WHISTLEBLOWER HAS NOW EMERGED. AND AS PAUL HUNTER TELLS US, DONALD TRUMP WASTED NO TIME ATTACKING HIS FOES WITH A VENGEANCE THIS WEEKEND.>>NOW HE’S BECOMING MORE UNHINGED.>>Reporter: UNHINGED, THE NEW AD FOR JOE BIDEN, URGES AMERICANS TO THINK LIKEWISE WHEN THEY THINK OF DONALD TRUMP. INDEED TONIGHT WORD OF A SECOND WHISTLEBLOWER WITH FIRSTHAND EVIDENCE ON THE ALLEGATION AGAINST THE PRESIDENT THAT HE SOUGHT HELP FROM UKRAINE’S PRESIDENT FOR DIRT ON BIDEN. SEEMINGLY FOR POLITICAL GAIN, POTENTIALLY AGAINST U.S. LAW.>>FOR ME THIS IS JUST LIKE WATERGATE.>>Reporter: THAT IS THE DEMOCRATIC SENATOR TODAY LIKENING TRUMP AS SHE PUT IT TO A PARANOID RICHARD NIXON WHO SOUGHT DIRT ON HIS OPPONENTS IN THE 1970s BEFORE QUITTING THE WHITE HOUSE IN DISGRACE. LIKE BIDEN, SHE’S VYING TO CHALLENGE TRUMP IN NEXT YEAR’S ELECTION AND SAYS THAT TRUMP IS ONLY SLIGHTLY DIFFERENT THAN NIXON.>>INSTEAD, THIS GUY, HE’S DECIDED TO USE HIS CLOUT WITH WORLD LEADERS AND TRY TO DO IT ON A GLOBAL BASIS.>>Reporter: TRUMP HIMSELF SPENT MUCH OF THE WEEKEND TWEETING, BRANDING MITT ROMNEY, LATELY CRITICAL OF TRUMP, A QUOTE “POMPOUS ASS” AND ADAM SCHIFF LEADING THE IMPEACHMENT INQUIRY “LYING SHIFTY SHIFT.” BUT IT WAS A TWEET BY TRUMP LAST WEEK, SINCE DELETED, THAT BROUGHT RIDICULE. A CLIP WITH BIDEN AND THEN SOME DOCTORED IMAGES IN A VIDEO MEME WITH, YES, THE ALBERTA BAND NICKELBACK. * LOOK AT THESE PHOTOGRAPHS * SOMEBODY THAT MAKES ME LAUGH (*)>>Reporter: AS “SATURDAY NIGHT LIVE” PUT IT…>>I ALSO WANT TO POINT OUT THAT NICKELBACK IS CANADIAN. SO TECH WAS STILL TECHNICALLY USING FOREIGNERS TO GO AFTER JOE BIDEN.>>Reporter: SALES OF THE NICKELBACK SONG HAVE EVIDENTLY SPIKED. MEANWHILE THE IMPEACHMENT PROCESS RACES ON WITH MORE WITNESSES EXPECTED THIS WEEK ON CAPITOL HILL AND MULTIPLE SUBPOENAS FOR DOCUMENTS NOW ISSUED, INCLUDING FROM THE WHITE HOUSE. PAUL HUNTER, CBC NEWS, WASHINGTON.>>Rosemary: NOW TO A STORY ABOUT AN ALBERTA COUPLE THAT IS FIGHTING AIR CANADA OVER AN UPGRADE THEY PAID FOR AND DIDN’T GET. IT TURNS OUT THAT CANADA’S BIG AIRLINES ARE ALLOWED TO KEEP CUSTOMERS’ CASH EVEN IF THEY DON’T DELIVER ON WHAT IS ADVERTISED. ROSA MARCHITELLI HAS THIS “GO PUBLIC” INVESTIGATION.>>Reporter: HOW TALL ARE YOU, RICK?>>6’4″.>>Reporter: IT’S NO SURPRISE THEN THAT THIS AIR CANADA AD CAUGHT RICK’S EYE.>>6’4″ OR 4’6″, GET ALL OF THE COMFORTS THAT YOU NEED.>>Reporter: ON A TRIP TO HAWAII IN APRIL THEY PAID AN EXTRA $500 TO UPGRADE FROM BASIC ECONOMY FARE TO COMFORT ECONOMY WHICH OFFERS PERKS LIKE SEATS WITH MORE LEG ROOM FOR THE ADDED COST. WHEN THE AIRLINE HAD TO CHANGE PLANES AND COULDN’T DELIVER THE COUPLE SAYS THEY WERE TOLD THEY’D GET A REFUND. INSTEAD THEY GOT 20% OFF OF A FUTURE FLIGHT AND A $200 E-COUPON.>>JUST BEING TREATED LIKE YOU’RE AN AFTERTHOUGHT. WE HAVE YOUR MONEY AND, SORRY THAT YOU WEREN’T HAPPY. MAYBE WE’LL DO BETTER NEXT TIME. HERE’S A DISCOUNT.>>Reporter: THE AIRLINE POINTS TO A LITTLE KNOWN RULE ON PAGE 30 OF 116 PAGES OF RULES THAT PASSENGERS AUTOMATICALLY AGREE TO WHEN THEY BOOK. IT’S WRITTEN BY AIR CANADA, FOR AIR CANADA. AND IN IT SAYS THAT THOSE SERVICES AREN’T GUARANTEED AND THERE’S NO COMPENSATION. WESTJET AND SEVERAL OTHER U.S. AIRLINES HAVE SIMILAR POLICIES.>>THAT’S THE CONDITIONS BY WHICH THE CANADIAN TRANSPORTATION AGENCY HAS ALLOWED THE AIRLINES TO PROMOTE THEIR FARES.>>Reporter: AIR CANADA SAYS THAT IT MAKES EVERY EFFORT TO ENSURE THAT SERVICES ARE PROVIDED TO THE BEST OF ITS ABILITIES. AND THAT THE “NO COMPENSATION RULE” WAS INCLUDED FOR ADDITIONAL CLARITY. THE COUPLE AND DOZENS OF OTHERS HAVE FILED COMPLAINTS WITH THE CANADIAN TRANSPORTATION AGENCY. THEY WANT THE REGULATOR TO USE ITS POWERS TO FORCE AIR CANADA TO DROP THE RULE. AFTER HEARING FROM “GO PUBLIC,” AIR CANADA OFFERED THE COUPLE A FULL REFUND, IF THE COUPLE SIGNED A NON-DISCLOSURE AGREEMENT AND DROP THEIR COMPLAINT. THEY REFUSED.>>THE RULE HAS TO CHANGE.>>Reporter: CANADA’S NEW PASSENGER PROTECTION REGULATIONS DON’T ADDRESS THE PROBLEM.>>YOU PUT YOUR FINGER ON ONE AREA FOR FUTURE IMPROVEMENT WHICH IS THE WAY THAT VARIOUS FARE CLASSES ARE ADVERTISED THE CARRIERS TO MAKE CLEAR WHAT YOU’RE GETTING AND NOT GETTING AND WHAT YOUR RECOURSE IS IF YOU DON’T GET WHAT YOU’RE SUPPOSED TO GET.>>Reporter: IN A WRITTEN RESPONSE TO THE BORSATO’S COMPLAINT, THEY SAY THAT ITS RULE IS REASONABLE. AND THAT IT HAD TO CHANGE PLANES AFTER THE 737 MAX JETS WERE GROUNDED. THE BORSATOS ARE NOW WAITING TO HEAR WHAT THE REGULATOR DECIDES. ROSA MARCHITELLI, CBC NEWS, CALGARY.>>Rosemary: IF YOU’VE GOT A STORY TO SHARE YOU CAN SEND IT TO ROSA AND HER TEAM AT [email protected]>>>NOW HERE’S SOME OF THE OTHER STORIES THAT WE’RE WATCHING THIS SUNDAY NIGHT ON “THE NATIONAL”…>>>POLICE CHARGED A 24-YEAR-OLD MAN WITH THE MURDER OF FOUR HOMELESS MEN IN NEW YORK CITY.>>THEY WERE RANDOM ATTACKS. NO ONE WAS TARGETED BY RACE, AGE, ANYTHING OF THAT NATURE.>>Rosemary: THE MEN WERE BEATEN TO DEATH WITH A METAL PIPE WHILE THEY SLEPT LAST NIGHT. A FIFTH MAN WAS ALSO BADLY INJURED AND TAKEN TO HOSPITAL. POLICE SAY THAT THE SUSPECT IS ALSO HOMELESS.>>WELL, IT WAS DIRECTLY ACROSS FROM US.>>Rosemary: A KEY WITNESS IN THE RECENT TRIAL OF A WHITE DALLAS POLICE OFFICER WHO KILLED HER BLACK NEIGHBOUR WAS KILLED HIMSELF THIS WEEKEND. JOSHUA BROWN TESTIFIED AT THE TRIAL OF AMBER GUYGER BEFORE HE WAS MURDERED. POLICE HAVEN’T DETERMINED A MOTIVE.>>[CHANTING]>>Rosemary: AND IN HONG KONG TODAY, POLICE MADE THEIR FIRST ARREST UNDER A NEW LAW THAT BANS PROTESTERS FROM COVERING THEIR FACES. ANYONE PROTESTING WHILE WEARING A MASK CAN NOW GET UP TO A YEAR IN JAIL. BUT THE BAN DIDN’T STOP PEOPLE FROM TAKING TO THE STREETS WITH COVERED FACES. (*) (singing)>>Rosemary: THE DRUMMER FROM ONE OF THE FIRST ROCK SUPER GROUPS HAS DIED. GINGER BAKER FOR THE FOUNDING MEMBER OF CREAM, WITH JACK BRUCE AND, OF COURSE, ERIC CLAPTON. HE’S BEEN RANKED AMONG THE BEST ROCK ‘N ROLL DRUMMERS EVER. HE WAS 80 YEARS OLD.>>>IN QUÉBEC THERE’S GROWING HEAT OVER A DISTINCTIVE GREETING. RETAILERS IN THE PROVINCE OFTEN MEET CUSTOMERS WITH THE BILUNGUAL BONJOUR, HI. AND AS SIMON NAKONECHNY EXPLAINS, NOW THE QUÉBEC GOVERNMENT IS LOOKING TO SAY BYE TO THE HI.>>BONJOUR, HI…>>Reporter: THAT’S HOW DAVE PLANT WELCOMES CUSTOMERS TO HIS BRUNCH SPOT IN MONTRÉAL AFTER HE RECEIVED A COMPLAINT ABOUT THE GREETING.>>THAT GAVE US THE OPENING LINE TO OPEN UP THE BONJOUR HI CAFÉ.>>Reporter: SO THAT’S THE NAME OF HIS NEW LOCATION SET TO OPEN UP IN NOVEMBER. ARE YOU TROLLING THE GOVERNMENT ON THIS?>>AM I TROLLING THEM OR ARE THEY TROLLING US? BECAUSE, I MEAN, HOW CAN YOU BAN SOME PEOPLE FROM SAYING A SIMPLE GREETING LIKE THAT?>>Reporter: THE PREMIER HAS PUSHED FOR A NATIONALIST AGENDA.>>[Speaking French]>>Reporter: HIS GOVERNMENT’S LATEST TARGET IS THE POPULAR GREETING “BONJOUR, HI.” LANGUAGE WATCHDOG MAXIME LEPAUL SAYS THAT IT’S PART OF A CREEPING ANGLOIZATION.>>[Speaking French]>>Reporter: HE ALSO TAKES ISSUE WITH ELECTIONS CANADA, TRAINING SCRUTINEERS TO GREET THE PROVINCE’S VOTERS WITH A SIMILAR BONJOUR, HELLO. BUT THOSE ARE THE RULES.>>IT’S NO DIFFERENT FOR ELECTIONS CANADA THAN ANY OTHER KIND OF SERVICE PROVIDED BY THE FEDERAL GOVERNMENT.>>Reporter: THIS ISN’T THE FIRST TIME THAT BONJOUR, HI HAS SPARKED CONTROVERSY BUT THIS TIME THE PROVINCE IS PROMISING TO FIND A WAY OF LOSING IT, SHORT OF RESORTING TO THE LANGUAGE POLICE. SIMON NAKONECHNY, CBC NEWS, MONTRÉAL.>>Rosemary: OKAY, WE’VE GOT TO TAKE A SHORT BREAK BUT WHEN WE COME BACK, MUCH MORE CAMPAIGN COVERAGE TO GET YOU SET UP FOR THE BIG DEBATE. HOW ARE THE PARTY LEADERS PREPARING? OUR SUNDAY POLITICAL PANEL IS STANDING BY. AND WE CHECK IN WITH OUR SIX UNDECIDED MILLENNIALS. HAVE ANY OF THE LEADERS IMPRESSED THEM SO FAR? PLUS, THE RETURN OF THE BLOC QUÉBECOIS. WHAT YOU NEED TO KNOW ABOUT THE PARTY THAT COULD HOLD THE BALANCE OF POWER COMING UP. (* (*)>>MY NAME IS DAVID HERLE.>>MY NAME IS SHAKIR CHAMBERS.>>MY NAME IS MICHAL HAY.>>I FORMERLY WORKED FOR THE HARPER’S PRIME MINISTER OFFICE AND FOR THE ONTARIO GOVERNMENT ON DOUG FORD’S ELECTION CAMPAIGN.>>I RAN TWO NATIONAL CAMPAIGNS FOR THE LIBERAL PARTY UNDER THE LEADERSHIP OF PAUL MARTIN.>>IN 2017, I WAS JAGMEET SINGH’S LEADERSHIP CAMPAIGN DIRECTOR.>>THIS ELECTION WILL BE DIVISIVE.>>AND THE LAST ONE FOR AT LEAST TWO OF THE MAJOR PARTY LEADERS.>>THIS ELECTION WILL BE HISTORIC. (*)>>Rosemary: THERE ARE NOW JUST TWO WEEKS TO GO UNTIL ELECTION DAY, TWO WEEKS TOMORROW, AND THE STAKES ARE HIGH FOR ALL OF THE LEADERS. THEIR FOCUS FOR THE DAYS AHEAD AND PREPPING FOR NOT ONE BUT TWO DEBATES WITH PLENTY OF FIRSTS. EXPECT THE DYNAMIC TO BE DIFFERENT. UNLIKE THE “MacLEAN’S” AND THE TVA LEADERS’ DEBATE, IT’S A FIRST CHANCE FOR SIX LEADERS TO FACE OFF. THE FIRST FOR JUSTIN TRUDEAU AND THE BLOC’S YVES-FRANCOIS BLANCHET. AND MAXIME BERNIER’S FIRST DEBATE. SO HOW WILL THE NEW PLAYERS CHANGE THINGS AND WHAT IS GOING ON BEHIND THE SCENES TO PREPARE THE LEADERS? OKAY, A PERFECT TOPIC FOR A SUNDAY “WAR ROOM” PANEL. AND DAVID AND MICHAL AND SHAKIR ARE ALL IN TORONTO AND I’M OBVIOUSLY, HERE IN GATINEAU, JUST ACROSS THE RIVER FROM OTTAWA. AND I AM, OF COURSE, ONE OF THE DEBATE MODERATORS. SO I’LL REMAIN AS NEUTRAL AS POSSIBLE ON THE PANEL HERE. BUT IN TERMS OF THIS ELECTION WE HAVE BEEN TALKING THROUGH THE WEEKS ABOUT HOW SLOW THE MOVEMENT IN THE POLLS IS GOING. DOES THAT — AND MAYBE I’LL START WITH YOU SHAKIR, DOES THAT RAISE THE STAKES FOR TOMORROW’S DEBATE AND FOR THURSDAY’S DEBATE?>>YEAH, I WOULD SAY THAT THE STAKES ARE PRETTY HIGH, ESPECIALLY IF YOU’RE MR. SCHEER. THIS IS THE LAST ENGLISH DEBATE, THE ONLY ENGLISH DEBATE WITH THE PRIME MINISTER ON THE STAGE. SO YOU WANT TO MAKE A GOOD IMPRESSION. LET’S NOT FORGET WHEN THIS CAMPAIGN STARTED IN SEPTEMBER, KIDS WERE GOING BACK TO SCHOOL AND PARENTS WERE ADJUSTING THEIR ROUTINES, SO THIS MIGHT BE A FIRST TIME FOR A LOT OF VOTERS TO ACTUALLY SEE MR. SCHEER ON STAGE AND CONTRAST HIS IDEAS WITH THE OTHER LEADERS ON STAGE. I THINK THE STAKES ARE PRETTY HIGH FOR MR. SCHEER AND THE REST OF THE LEADERS COMING UP IN THIS DEBATE TOMORROW.>>Rosemary: WHAT DO YOU THINK, MICHAL, WHAT DO THE LEADERS NEED TO DO HERE TO PULL APART A LITTLE BIT?>>I AGREE WITH SHAKIR THAT THE STAKES ARE VERY HIGH. AND I THINK THAT CANADIANS RIGHT NOW — EVEN THOUGH WE ARE CANADIANS I DON’T THINK THAT WE’RE WATCHING THESE DEBATES THIS WEEK LOOKING FOR THE LEADERS THAT ARE THE MOST POLITE. WE’RE ALL LOOKING FOR A LEADER THAT CAN DISPLAY PASSION AND AUTHENTICITY. AND WHO WE CAN REALLY LOOK TO TO KNOW THAT THEY’RE, FRANKLY, IN IT FOR US. AND I’M HOPING THAT TOMORROW NIGHT WE’LL BE ABLE TO SEE THAT WITH THE CANDIDATES.>>Rosemary: HOW ABOUT YOU, DAVID? WHAT DO YOU THINK?>>WELL, ABSENT THE N.D.P. SLOGAN I LARGELY AGREE WITH MICHAL. [laughter]>>IT JUST CAME OUT. I’M SORRY.>>YOU KNOW, I THINK THAT IF SEEN THE CAMPAIGN THAT PEOPLE HAVE STRUGGLED TO DETERMINE WHAT IT’S ABOUT OR TO GRAB ON TO WHAT THIS THING IS REALLY ABOUT. AND THIS IS A MOMENT WHERE ONE OF THESE LEADERS HAS AN OPPORTUNITY TO REALLY CONNECT WITH PEOPLE AND TO CHANGE THIS ELECTION IN A BIG WAY FROM A CAMPAIGN THAT’S ABOUT SMALL BALL TARGETED CONSTITUENCIES TO A BIG IDEA OR A BIG MACRO MOMENT FOR THIS CAMPAIGN.>>Rosemary: WHAT ABOUT THE FACT THAT WE HAVE SIX PEOPLE ON THE STAGE THIS TIME? MAXIME BERNIER WILL BE THERE. YVES-FRANCOIS BLANCHET, THE BLOC LEADER. AND ELIZABETH MAY. HOW IS THAT GOING TO CHANGE THE DYNAMICS? SHAKIR, YOU WANT TO START THERE.>>I THINK THAT ONE OF THE BIGGEST THINGS IS THAT THAT YOU’LL HAVE LIMITED TIME TO GET YOUR MESSAGE OUT, RIGHT? AND THERE WILL BE TIMES WHEN THE LEADERS WILL TALK OVER EACH OTHER. BUT YOU ALWAYS GO INTO THESE DEBATES WITH FOUR OR FIVE THINGS THAT YOU REALLY WANT TO GET OUT THERE, THAT YOU HAVE TO SAY TO CONNECT WITH VOTERS. I THINK THEY’LL BE DRIVING THAT FORWARD. I WOULD ALSO JUST SAY IF YOU’RE MR. SCHEER, YOU HAVE TO BE PREPARED THAT THEY’LL ATTACK YOU ON SOME OF THESE SOCIAL ISSUES. SO YOU NEED TO BE VERY CLEAR IN COMMUNICATING WHAT YOUR VIEWS ARE ON THESE ISSUES BECAUSE YOU DON’T WANT THE VOTERS LEAVING THIS DEBATE, AGAIN, QUESTIONING THE RESPONSE. AND YOU DON’T WANT THE MEDIA REPORTS TO BE AFTER THIS DEBATE QUESTIONING WHERE YOU STAND ON THESE SOCIAL ISSUES. SO I THINK HE HAS AN OPPORTUNITY TO CONNECT WITH VOTERS AND DYNAMICS AT PLAY CAN CAUSE CONFUSION AND CAUSE SOME CHAOS AS FAR AS GETTING YOUR MESSAGE OUT.>>Rosemary: LET’S JUST FOCUS ON MR. SCHEER BECAUSE HE WAS VERY MUCH — ENDED UP BEING THE TARGET OF THE OTHER LEADERS AT THAT TVA DEBATE LAST WEEK. BECAUSE I WAS IN THE ROOM AND I HAVE TWEETED IT SO I CAN TELL YOU THIS — HE’S INTERESTINGLY HAS JUSTIN TRUDEAU TO HIS RIGHT AND MAXIME BERNIER TO HIS LEFT. EVEN THAT POSITIONING, DAVID, HOW DOES HE MAKE SURE THAT HE DOESN’T BECOME THE FOCUS OF A DEBATE? THAT HE KEEPS IT ALL ON JUSTIN TRUDEAU?>>FIRST OF ALL IT COULD BE AWKWARD BETWEEN SCHEER AND BERNIER ON THAT STAGE SO IT’S NOT NECESSARILY AN OPTIMAL PHYSICAL LOCATION. I THINK THAT IT’S GOING TO BE A TOUGHER DEBATE FOR MR. TRUDEAU THAN LAST WEEK’S TVA DEBATE WAS. AND I THINK THAT IT’S A VERY DIFFERENT DYNAMIC. AND I THINK THAT PEOPLE WILL BE INTERESTED TO SEE THAT THE PEOPLE ARE ATTACKING LEADERS THAT AREN’T THE LEADERS THAT THEY DISAGREE WITH THE MOST BUT WHO THEY HAVE TACTICAL REASONS TO ATTACK. SO I WOULD EXPECT TO SEE –>>Rosemary: WHAT DO YOU MEAN, EXPLAIN TO US.>>I WOULD EXPECT TO SEE IN THIS DEBATE, FOR INSTANCE, THAT MISS MAY AND MR. SINGH WILL SPEND MORE TIME ATTACKING MR. TRUDEAU THAN THEY WILL ATTACKING MR. SCHEER OR MR. BERNIER. AND THEY WILL DO THAT BECAUSE ALL THREE OF THOSE PARTIES ARE FISHING IN THE SAME POOL FOR VOTERS. SO EVEN THOUGH SINGH AGREES WITH TRUDEAU A LOT MORE THAN HE AGREES WITH SCHEER, HE’LL BE GOING AFTER TRUDEAU BECAUSE HE NEEDS TO SHAVE VOTES OFF OF TRUDEAU. SO IT’S GOING TO BE INTERESTING THAT WAY. AND MR. BERNIER’S PARTICIPATION MAKES THINGS MORE AWKWARD FOR MR. SCHEER, PARTICULARLY ON THE IMMIGRATION AND REFUGEE ISSUES.>>RIGHT, RIGHT.>>Rosemary: FOR SURE. MICHAL, WHY DON’T YOU GET IN THERE — YOU TALK ABOUT JAGMEET SINGH, BUT GOING BACK TO SCHEER, WHO REALLY DOESN’T HAVE A GOOD PERFORMANCE IN THAT FRENCH DEBATE. I THINK THAT EVERYBODY AGREES WITH THAT. AND HAS TO SORT OF DO SOMETHING MORE TOMORROW NIGHT.>>I THINK MR. SCHEER WILL TRY TO HAVE THAT MOMENT WHERE HE TAKES ON MR. TRUDEAU. AND IT’S SOMETHING THAT HIS TEAM IS READY FOR. HE PROBABLY — AS WE SAW WITH THE FRENCH DEBATE, ACTUALLY, HIS TEAM DID A BETTER JOB THAN HE DID IN LANDING HIS LINES. THEY HAD ALL OF THESE MATERIALS READY TO PUT OUT THERE, THOUGH HE DIDN’T LAND HIS LINE ON MR. TRUDEAU’S TWO PLANES AS EFFECTIVELY. I DO DISAGREE WITH ONE THING AND ONLY ONE THING SO FAR THAT DAVID HAS SAID. AND I ACTUALLY THINK THAT WE’LL SEE ELIZABETH MAY GOING AFTER JAGMEET SINGH BECAUSE THAT’S WHOSE VOTERS SHE’S TARGETING MOST. BUT I DO AGREE THAT WE’LL SEE MR. SINGH GOING AFTER MR. TRUDEAU A LOT MORE THAN IN THE FRENCH DEBATE LAST WEEK.>>Rosemary: SHAKIR, WHY DON’T YOU GET IN ON THAT ON THE TERMS OF HOW THAT PROGRESSIVE OR THE PEOPLE ON THE CENTRE LEFT FIGHT IT OUT?>>I THINK WHEN YOU SPEAK OF MR. TRUDEAU, MISS MAY IS PROBABLY GOING TO ATTACK SINGH BUT SHE’S ALSO GOING TO ATTACK JUSTIN TRUDEAU. SO UNLIKE THE FRENCH DEBATE HE’LL GET SQUEEZED FROM THE LEFT AND THE RIGHT. MISS MAY, OBVIOUSLY, A STRONG ENVIRONMENTAL PLATFORM. SHE’S GOING TO PROBABLY PRESSURE TRUDEAU QUITE A BIT ON HIS ENVIRONMENTAL CREDENTIALS. AND THEN YOU HAVE JAGMEET WHO WILL BE QUESTIONING TRUDEAU ON THINGS FROM THE LEFT AS WELL. AND YOU’LL ALSO HAVE SCHEER WHO WILL BE PRESSING HIM ON THE RIGHT, ON ACCOUNTABILITY WHETHER IT’S S.N.C. OR WHATEVER IT MAY BE. BUT THE PROBLEM WITH MR. SCHEER RIGHT NOW IS THAT BERNIER WILL TRY TO BOG HIM DOWN ON ALL OF THESE OTHER THINGS ON THE RIGHT END OF THE SPECTRUM. HE’LL PROBABLY TALK TO HIM QUITE A BIT. WHEN HE LEFT THE PARTY HE HAD A STRONG CRITICISM AGAINST THEIR POLICY POSITIONS, SO I THINK THAT FOR MR. SCHEER DON’T GET BOGGED DOWN IN THAT CONVERSATION AND KEEP YOUR EYE ON THE PRIZE AND THE EYE ON THE PRIZE FOR MR. SCHEER IS JUSTIN TRUDEAU.>>Rosemary: SO WHAT WOULD YOU DO THEN, SHAKIR, LIKE, JUST IGNORE MAXIME BERNIER? OR HOW WOULD YOU PLAY THAT?>>I DON’T THINK THAT IT’S ABOUT IGNORING HIM. YOU KNOW THAT HE’LL ATTACK YOU AND KNOW THAT HE’LL COME AFTER YOU. BUT I THINK THAT YOU ACTUALLY ACKNOWLEDGE WHAT HIS POSITIONS WILL BE AND BUT YOU HAVE TO REFOCUS THAT CONVERSATION TO WHATEVER FLAWS YOU WANT TO PUT ON MR. TRUDEAU’S RECORD. I DON’T THINK THAT IT’S VALUABLE. YOU’LL HAVE LIMITED TIME TO ACTUALLY DEBATE. IT’S NOT VALUABLE TO WASTE FIVE, 10 MINUTES JUST CRITICISING MR. BERNIER AND YOU LOOK LIKE YOU’RE CRITICISING SOMEONE WITH NO CHANCE TO BECOME PRIME MINISTER.>>WELL, ON THE OTHER HAND I WOULD SAY, IS THAT REAR, THAT THERE’S AN ALTERNATIVE STRATEGY. THAT’S PROBABLY THE RIGHT WAY TO GO. BUT THERE’S AN OPPORTUNITY FOR MR. SCHEER IF HE WANTS TO TAKE IT. IF HE WANTS TO TAKE THE RISK OF SAYING, OKAY, I’LL LET BERNIER TO HAVE 3%, 4% OF THE VOTE OF THAT WEIRDO SEGMENT OF THE CANADIAN POPULATION, BUT WHAT I’M GOING TO DO IS TO USE THIS OPPORTUNITY TO DISTINGUISH MYSELF FROM MR. BERNIER. AND I’M GOING TO HAVE A MOMENT WITH MR. BERNIER WHERE CENTRIST MODERATE CANADIANS SEE ME CLEARLY DISTINGUISHING MYSELF FROM MR. BERNIER. AND I THINK THAT WOULD BE AN INTERESTING STRATEGY FOR SCHEER TO TAKE.>>JUST TO ADD TO THAT POINT — SORRY — I AGREE WITH THAT. BUT IT GIVES SCHEER A CHANCE TO BE MORE MAINSTREAM, RIGHT? BECAUSE BERNIER WILL APPEAR OUT THERE AND PRETTY EXTREME AND MR. SCHEER CAN BE THAT MAINSTREAM KIND OF CONSERVATIVE CANDIDATE.>>Rosemary: CAN WE DO ONE ROUND ON JUST HOW PEOPLE PREPARE FOR DEBATES? I THINK — I DON’T KNOW IF PEOPLE KNOW THAT YOU GENERALLY HAVE STAND-INS. JUST GIVE ME A SENSE OF HOW YOU MAYBE HAVE PREPARED LEADERS, OR WHAT MAY BE GOING ON BEHIND THE SCENES. MICHAL, DO YOU WANT TO START US OFF THERE?>>WEEKS BEFORE THERE’S A LOT OF STUDYING HAPPENING. USUALLY IF YOU’RE A LEADER OF A PARTY OR YOU’RE THE PRIME MINISTER AND YOU’RE ASKED A SPECIFIC QUESTION YOU CAN TURN TO THE STAFF TO HELP YOU TO ANSWER YOUR QUESTIONS. BUT IN A DEBATE SETTING YOU NEED TO KNOW EVERYTHING. BUT THAT NEEDS TO BE BALANCED WITH SEEMING COMFORTABLE AND CONFIDENT. AND KNOWING THE LINES — THE POLITICAL PIECES AND NOT JUST THE POLICY PIECES THAT YOU NEED TO LAND. SO THERE’S A WHOLE BUNCH OF STUDYING AND THERE’S A REHEARSAL AND THE MOCK DEBATES AND THE MOCK PERFORMANCES GOING ON WITH THE CAMPAIGN. AND THEN THERE’S THE TEAM’S PREPARATION AS WELL, WHICH IS THE TEAM GETTING READY TO AMPLIFY THE MESSAGE THAT THEIR LEADER IS PUTTING OUT THERE, OR MAYBE END SOMETHING IF THEY’VE GONE WRONG. AND THEN I’D SAY ON THE DAY OF, DEPENDING ON THE LEADER, IT REALLY CHANGES. SO IN JAGMEET’S CASE HE MAY TRY TO GET A WORKOUT IN THE MORNING AND TRY TO BE AROUND AS MANY PEOPLE AS POSSIBLE BEFORE HE GOES INTO THE DEBATE TO GET HIS ENERGY UP. AND THEN HE’LL GO INTO THE DEBATE SETTING.>>Rosemary: DAVID, YOU HAVE DONE THIS BEFORE, GO AHEAD.>>IN MY EXPERIENCE DEBATE PREP STARTS WELL BEFORE THE DEBATE — ELECTION HAPPENS. BECAUSE YOU’LL ONLY HAVE A COUPLE DAYS IN THE RED TO GET READY FOR THAT SPECIFIC DEBATE. SO YOU WOULD HAVE BEEN DOING THIS FOR A LONG TIME. I THINK THAT MICHAL LAID OUT THE PROCESS REALLY, REALLY WELL. THE ONLY THING THAT I WOULD ADD TO THAT IS THAT THERE’S A LOT OF PSYCHOLOGY ABOUT MANAGING A LEADER GOING INTO THESE THINGS. THE PRESSURE ON THESE PEOPLE TOMORROW IS STAGGERING — STAGGERING. THEY ALL HAVE SO MUCH ON THE LINE AND THEY’LL BE SO NERVOUS TONIGHT, THAT ONE LITTLE THING THAT WE ALWAYS DID AND I’M SURE THAT LOTS OF PEOPLE DO THIS — YOU WILL PUT YOUR LEADER THROUGH MANY, MANY ROUGH MOCK DEBATES WHERE YOU SHOW THEM ALL OF THE THINGS THEY’RE DOING WRONG. BUT I BET YOU THAT THE MOCK DEBATE TONIGHT IS GOING VERY, VERY WELL FOR ALL OF THE LEADERS BECAUSE YOU WANT YOUR LEADER GOING INTO THE DEBATE REALLY FEELING GOOD HOW THEY CAN DO IN THESE THINGS.>>Rosemary: YEAH, YOU WANT TO LEAVE THEM CONFIDENT. SHAKIR?>>ABSOLUTELY.>>I DON’T WANT TO REITERATE WHAT WAS SAID, I THINK THAT IS PRETTY MUCH THE PROCESS. WHAT I WOULD SAY IS THAT THIS PARTICULAR CAMPAIGN IS THAT DEBATES TAKE UP A LOT OF RESOURCES, RIGHT? ESPECIALLY THE LEADERS’ RESOURCES. WE’RE TWO WEEKS AWAY FROM D-DAY SO IT’S DIFFICULT TO SEE HOW THE DIFFERENT LEADERS PREPARE FOR THIS, BUT CONTINUE TO DRIVE THEIR MESSAGE TO VOTERS IN EVERY RIDING. WILL THE CANDIDATES STEP UP OR WHAT IS THE STRATEGY TO GET YOUR MESSAGE OUT AND WHAT LEADERS ARE DOWN PREPARING FOR THE DEBATES.>>Rosemary: OKAY, THANKS, EVERYONE. THAT GIVES EVERYBODY A REALLY GOOD SENSE OF WHAT IS HAPPENING BEHIND THE SCENES. I’LL SEE YOU BACK NEXT WEEK AND YOU CAN SEE ME AT THE DEBATE TOMORROW.>>GOOD LUCK. YOU’LL BE GREAT.>>IT WILL BE A GREAT ONE.>>Rosemary: THANK YOU. THANK YOU. (*) SENOW THAT YOU KNOW WHAT TO WATCH FOR, HERE’S HOW TO WATCH. TRUDEAU, SCHEER, SINGH, BLANCHET, MAY AND BERNIER WILL FACE OFF FOR TWO COMMERCIAL-FREE HOURS OF DEBATE ON THE ISSUES THAT MATTER MOST TO YOU. FOR THE FIRST TIME YOU CAN WATCH IN A VARIETY OF LANGUAGES, INCLUDING FRENCH, CANTONESE, MANDARIN, ARABIC, PUNJABI AND ITALIAN. AND AT LEAST THREE INDIGENOUS LANGUAGES. SO JOIN US TOMORROW NIGHT AT 7:00 p.m. EASTERN ON CBC TELEVISION, CBC NEWS NETWORK, CBC GEM, AND THE CBC NEWS APP. AND ALL, OF COURSE, OF YOUR SOCIAL MEDIA NETWORKS.>>>AND, OF COURSE, RIGHT WHEN IT’S OVER YOU WILL WANT TO BE BACK HERE ON “THE NATIONAL” TOMORROW FOR SPECIAL POST-DEBATE COVERAGE. THERE IS MUCH MORE ELECTION NEWS TO COME TONIGHT. WE ARE HERE IN GATINEAU, SO WE’RE TAKING A LOOK AT THE CAMPAIGN IN QUÉBEC. THE BLOC QUÉBECOIS HAS BEEN GAINING SOME SERIOUS MOMENTUM AND WE TRY TO FIND OUT WHY NEXT. (*)>>Rosemary: WELCOME BACK TO GATINEAU, QUÉBEC, WE’RE AT THE CANADIAN MUSEUM OF HISTORY TONIGHT, WHERE THIS WEEK THE FEDERAL PARTY LEADERS WILL MEET FOR TWO DEBATES. THE ENGLISH DEBATE IS TOMORROW. A FRENCH ONE WILL BE HELD ON THURSDAY. AND BOTH ARE A CHANCE FOR THE LEADERS TO CONNECT WITH YOU, WITH CANADIANS, TO TRY TO PUSH UP THEIR POLL NUMBERS. BECAUSE AS CBC POLL ANALYST ÉRIC GRENIER EXPLAINS, THERE JUST HASN’T BEEN THAT MUCH MOVEMENT AT ALL.>>Reporter: ROSIE, WE HAVE BEEN WAITING FOR SOMETHING TO SHIFT IN THE NATIONAL POLLING NUMBERS BECAUSE WE REALLY JUST HAVEN’T SEEN SO MUCH SO FAR SINCE THIS CAMPAIGN BEGAN. LET’S LOOK AT THE POLLING AVERAGES RIGHT NOW IN THE POLL TRACKER. A CLOSE RACE WITH THE LIBERALS AND THE CONSERVATIVES, EACH ABOUT 34%. WHEN THE TWO PARTIES BEGAN THIS CAMPAIGN, WE ARE SEEING THAT THE LIBERALS ARE INCHING AHEAD, THOUGH THE GAP IS STILL INSIGNIFICANT. THE NEW DEMOCRATS ARE NOW AT 14%. THE GREENS HAVE FALLEN A BIT TO UNDER 10%. AND THE BLOC AT 5% AND THE PEOPLE’S PARTY AT 2% SUPPORT. BUT IF THERE HAS BEEN MOVEMENT SOMEWHERE, IT’S BEEN IN QUÉBEC. SO LET’S LOOK AT THOSE NUMBERS FROM THE POLL TRACKER. RIGHT NOW WE HAVE THE LIBERALS ABOUT 37% SUPPORT, WITH A WIDE ADVANTAGE OVER THE OTHER PARTIES. THE BLOC QUÉBECOIS, HOWEVER, HAS MOVED INTO A SOLID SECOND SPOT WITH 22% SUPPORT. AND THE CONSERVATIVES ARE NOW FALLING INTO THIRD WITH 17%. AND THE NEW DEMOCRATS AT 12%, AND THE GREENS AT 8% IN QUÉBEC. AND LET’S LOOK AT THE TREND LINE IN THE PROVINCE. BECAUSE AS I SAID THIS IS WHERE WE HAVE BEEN SEEING SOME MOVEMENT, PARTICULARLY IN THE LAST FEW DAYS AFTER THE TVA DEBATE. WE SAW THE LIBERALS UPTICKING A BIT. AND LOOK AT THE BLOC NUMBER, NOW IN SECOND SPOT AND MOVED AHEAD OF THE CONSERVATIVES AS THE CONSERVATIVES DROP BACK, AND THE NEW DEMOCRATS UP A LITTLE BIT AS WELL. THIS IS WHAT WE HAVE BEEN SEEING IN THE PROVINCE IN THE LAST FEW DAYS AFTER THAT PERFORMANCE IN THE TVA DEBATE BY ANDREW SCHEER. WE HAVE SEEN SOME POLLING SUGGESTING THAT JUSTIN TRUDEAU AND YVES-FRANCOIS BLANCHET WERE THE WINNERS IN THAT DEBATE AND ANDREW SCHEER DID NOT DO AS WELL. AND WE WILL SEE MOVEMENT IN THE NUMBERS. IF THE BLOC QUÉBECOIS COULD CONTINUE THIS MOVEMENT IT COULD HAVE BIG IMPLICATIONS ON WHO HOLDS THE BALANCE OF POWER.>>Rosemary: OKAY SO THAT BLOC QUÉBECOIS MOMENTUM THAT ERIC WAS TALKING ABOUT WASN’T A GIVEN AT ALL. BUT AS ALISON NORTHCOTT SHOWS US, THE PARTY COULD NOW BE A FACTOR IN WHO FORMS GOVERNMENT AND JUST WHAT THAT LOOKS LIKE.>>[Speaking French]>>Reporter: A SHOW OF CONFIDENCE FOR BLOC QUÉBECOIS LEADER YVES FRANÇOIS BLANCHET. BLANCHET IS PITCHING HIMSELF AS THE LEADER WHO WILL DEFEND THE QUÉBEC LEGISLATURE’S DECISION IN OTTAWA.>>WE NEED SOMEBODY FROM QUÉBEC TO REPRESENT US.>>Reporter: AFTER A PERIOD OF INTERNAL TURMOIL, POLLS SUGGEST THAT THE PARTY IS HOLDING ITS OWN IN THE CAMPAIGN.>>THE RISE IN THE BLOC SUPPORT IS REAL AND IT’S BEEN MEASURABLE BUT IT’S STILL MODEST.>>Reporter: IF THE MOMENTUM BUILDS HE SAYS THAT COULD GET IN THE WAY OF A LIBERAL CORE A CONSERVATIVE MAJORITY.>>IF IT IS A MINORITY GOVERNMENT, WHAT ARE THE CHANCES THAT THE BLOC COULD HAVE THE BALANCE OF POWER?>>THE BALANCE OF POWER IS ABSOLUTELY A POSSIBILITY. BUT WE HAVE TO BE CAREFUL THAT THERE’S ABSOLUTELY NO INTEREST FOR THE BLOC TO EVER HAVE A COALITION. THE BLOC WANTS TO GO AND BUILD, BUILD AND ADJUST THEIR SUPPORT.>>[Speaking French]>>Reporter: DURING THIS WEEK’S FRENCH-LANGUAGE DEBATE, CONSERVATIVE LEADER ANDREW SCHEER SUGGESTED THAT THE BLOC WILL ONLY EVER BE ON THE SIDELINES.>>WE WILL KEEP DOING OUR JOBS.>>Reporter: BLANCHET SAYS THAT EVEN FROM THE BACKBENCH, THE BLOC CAN MAKE A DIFFERENCE.>>THERE ARE 338 M.P.s IN THE FEDERAL PARLIAMENT. ONLY 25 OR 30 OF THEM WILL BE MINISTERS. AND I CANNOT ACCEPT THE IDEA THAT ALL OF THE REST ARE POWERLESS.>>Reporter: THE BLOC HAS PROMISED TO DEFEND QUÉBEC’S CONTROVERSIAL SECULARISM LAW IN OTTAWA, EXPAND THE REACH OF FRENCH LANGUAGE LAWS AND TAKE A STANCE AGAINST OIL PIPELINES.>>>WE WILL NOT SUPPORT A PARTY, WE WILL NOT SUPPORT A GOVERNMENT, WE WILL SUPPORT IDEAS WHICH ARE GOOD FOR QUÉBEC.>>Reporter: BLANCHET SAYS THAT HIS CHALLENGE NOW IS TO STAVE OFF ATTACKS. HE ALSO HAS TO CONVINCE SKEPTICAL VOTERS.>>THEY HAVE LOST TOO MANY POINTS WITH THE PUBLIC. AND THEIR IDEAS ARE NOT WITH THE ACTUAL PROBLEM THAT WE HAVE.>>Reporter: BLANCHET SAYS THAT HE WANTS TO AT LEAST DOUBLE HIS SEAT COUNT FROM 10 TO 20. BUT SAYS THAT IT’S UP TO QUÉBECERS TO DECIDE. ALISON NORTHCOTT, CBC NEWS, QUÉBEC.>>Rosemary: OKAY. SO NEXT ON “THE NATIONAL” WE’LL CHECK IN WITH OUR PANEL OF UNDECIDED MILLENNIALS. TONIGHT ON THIS DEBATE EVE THEY TELL US HOW IMPORTANT THE LEADER IS TO THEM WHEN THEY HEAD TO THE BALLOT BOX. AND WHO HAS IMPRESSED THEM THE MOST? YOU CAN FIND THAT OUT RIGHT AFTER THIS. (*)>>I’M JAYME POISSON AND TOMORROW ON CBC’S DAILY NEWS PODCAST “FRONTBURNER,” FOLLOWING “JOKER’S” OPENING WEEKEND WE UNPACK THE DEBATE AROUND THE CONTROVERSIAL FILM AND TAKE A DEEP DIVE INTO THE BATMAN SUPER VILLAIN. SUBSCRIBE WHEREVER YOU GET YOUR PODCASTS.>>Rosemary: SO THERE’S ONE GROUP WHOSE SHEER SIZE AND DIVERSITY ARE A MAJOR FACTOR IN THIS ELECTION. MILLENIALS MAKE UP THE SINGLE LARGEST BLOCK OF ELIGIBLE VOTERS AND THEIR BALLOTS COULD SWAY THE FINAL OUTCOME. SO THESE SIX ARE UNDECIDED AND WE’VE BEEN FOLLOWING THEM THROUGHOUT THE CAMPAIGN AS THEY TRY TO MAKE UP THEIR MINDS AND INCH ALONG. AND THIS WEEK THEY TELL US WHAT THEY WANT IN A LEADER. (*)>>WELL, WE’RE HALFWAY THROUGH THE ELECTION CAMPAIGN. I’M FEELING — I’M FEELING POSITIVE ABOUT IT.>>NOT MUCH HAS CHANGED.>>ONE OF MY MAIN TAKEAWAYS IS HOW FRAGMENTED AND UNFOCUSED THIS ALL FEELS.>>I’M LEFT WANTING MORE.>>I DON’T FEEL REALLY COMFORTABLE WITH THE DIRECTION THAT THIS ELECTION IS CURRENTLY GOING.>>I NOW HAVE A MUCH BETTER IDEA OF WHERE EACH PARTY STANDS. HI, MY NAME IS SABAAH CHOUDHARY.>>MY NAME IS EMILY.>>I’M FROM THE LONG RANGE MOUNTAINS.>>THE LEADER IS IMPORTANT TO ME IN DECIDING WHO TO VOTE FOR. THEY ARE OUR VOICE AT HOME AND ABROAD AND ON THE GLOBAL STAGE.>>A LEADER WHO UNDERSTANDS THAT IF THEY’RE ELECTED, IT’S BECAUSE WE CHOSE TO TRUST THEM AND THEY HAVE TO HONOUR THAT TRUST.>>I PERSONALLY DON’T VOTE FOR PARTIES OR PARTY LEADERS, I VOTE FOR CANDIDATES.>>I WANT TO HEAR WHAT MY CANDIDATE THINKS AND WHAT THEY WANT TO SAY. AND WHAT THEY PLAN TO DO ABOUT OUR CONCERNS.>>AND IT SURE APPEARS THAT OUR CURRENT CANDIDATES DON’T ALWAYS STAND UP FOR WHAT THEIR ELECTORS OR PEOPLE SUCH AS MYSELF HAVE VOTED FOR. THERE’S A NUMBER OF ITEMS THAT HAVE WENT THROUGH THE CURRENT POLITICAL CAMPAIGN THAT WESTERN CANADA WOULD NOT BE IN FAVOUR OF, I.E., THE CARBON TAX.>>THERE’S TWO VARIABLES, THERE’S THE LOCAL CANDIDATE AND AND HOW STRONG THEY ARE. BUT ALSO THE LEADER AND THE VISION THAT THEY’RE PUTTING FORWARD AS WELL.>>I WANT TO BE REPRESENTED IN A PROFESSIONAL AND RESPECTABLE WAY.>>QUALITIES THAT I LOOK FOR IN A LEADER ARE CREATIVITY, PASSION, ACCOUNTABILITY AND INTEGRITY.>>AND SOMEONE WHO IS PRINCIPLED, AND WHO EMBODIES THE VALUES OF WHAT IT IS TO BE CANADIAN.>>WE CAN HAVE ALL OF THE GREATEST POLICIES PUT ON THE TABLE. IF YOU HAVE A LEADER UNABLE TO BRING THEM TO LIFE, THEN ALL OF THOSE MEAN NOTHING.>>IF THERE’S A LEADER WHO HAS BEEN STRATEGIC IN MAKING SURE THAT THEIR CANDIDATES REFLECTS THE FULL DIVERSITY OF CANADA, THE N.D.P. HAS BEEN DOING A FANTASTIC JOB AT THAT AND JAGMEET SINGH SHOULD BE COMMENDED.>>HE’S THE FIRST VISIBLE MINORITY PARTY LEADER THAT WE HAVE EVER SEEN IN CANADA. THIS IS HUGE. IT’S HISTORIC. AS A WOMAN OF COLOUR I’M EXTREMELY PROUD TO SEE IT AND TO BE PART OF THIS CHAPTER OF OUR HISTORY.>>I’VE BEEN REALLY IMPRESSED BY THE APPROACHABILITY AND THE OPENNESS OF MR. SINGH AT THIS POINT. AND REALLY SURPRISED AT HOW MANY TIMES MR. SCHEER HAS BECOME A DEER IN THE HEADLIGHTS ON HIS TALKING POINTS.>>THE ONLY LEADER THAT I HAVE BEEN IMPRESSED WITH IS ANDREW SCHEER. HE SEEMS TO BE VERY HONEST AND HE’S VERY PROFESSIONAL.>>I WOULDN’T SAY THAT ANYONE IS A REAL STANDOUT TO ME. MR. TRUDEAU HAD ROUGH INSTANCES OVER THE PAST TWO OR THREE WEEKS THAT SHOWS THAT HE’S NOT THERE ON THE POINT OF LEADERSHIP.>>ELIZABETH MAY, IN THE FACE-TO-FACE SEGMENTS THAT I WATCHED SO FAR THIS WEEK, SHE GIVES OFF THE IMPRESSION THAT SHE’S FIRST OF ALL VERY GENUINE. AND, AGAIN, IT’S NOT ABOUT HER OWN PERSONAL INTERESTS. ON MONDAY I PLAN TO TUNE INTO THE OFFICIAL DEBATE.>>I’LL BE WATCHING THE DEBATES, IF ONLY TO SEE WHERE THE LIBERAL PARTY FEELS THAT IT NOW SITS PUBLICLY ON THE INDIGENOUS ISSUES.>>I WANT TO SEE WHAT EVERYONE HAS TO SAY WHEN THE PLAY PLATFORMS ARE CHALLENGED.>>HOW THEY RESPOND TO THE HEART OF THE QUESTIONS.>>TO SEE HOW THEY’LL TURN OUR ECONOMY AROUND.>>IN PRESENTING DIFFERENT PICTURES ON HOW WE’LL HAVE A MORE JUST AND MORE EQUITABLE AND A MORE PROGRESSIVE AND PROSPEROUS CANADA.>>Rosemary: WELL, NOW I FEEL A LOT OF PRESSURE KNOWING THAT THEY’RE ALL GOING TO WATCH TOMORROW.>>>NEXT ON “THE NATIONAL,” OUR “MOMENT” IN WHICH A MISTAKEN GOOGLE SEARCH LED TO A GOOD DEED AND RANDOM ACTS OF PIZZA. (*) (*)>>Rosemary: WE LEAVE YOU TONIGHT, WELL, NOT POLITICS, SOMETHING TOTALLY DIFFERENT A BOND BETWEEN A FIREFIGHTERS IN . SLAVE LAKE, ALBERTA, AND THEIR U.S. COUNTERPARTS, SOME 3,700 KILOMETRES AWAY. IT’S A BOND THAT WAS FORGED WITH ABOUT $400 WORTH OF PIZZA, WHICH I’M GOING TO GUESS IS A LOT AND A MISTAKE. AND THAT’S BECOME OUR “MOMENT.” (*)>>WHO KNEW THAT GOOGLING THE WRONG PIZZA PLACE WOULD MEAN GETTING CANADA AND U.S. ATTENTION? SO WE WERE HOSTING A CONFERENCE AT THE FIRE HALL IN SLAVE LAKE. AND I ASKED ONE OF OUR FIREFIGHTERS TO ORDER PIZZA FOR ABOUT 60 PEOPLE. HE QUICKLY GOOGLED ALAMO PIZZA WHICH IS OUR LOCAL SLAVE LAKE PIZZERIA. HE DIDN’T REALIZE THAT HE WAS GOOGLING ALAMO IN SAN ANTONIO, TEXAS. AND BASICALLY SAID WE’LL PAY FOR THE PIZZAS, PLEASE DELIVER THEM. AND A COUPLE FIRE STATIONS AND A POLICE STATION BENEFITED FROM IT. AND SOME OF THE FIRE STATIONS IN SAN ANTONIO REACHED OUT TO US AND LETTING US KNOW THEY RECEIVED OUR PIZZAS. THEY REALLY DIDN’T KNOW WHERE SLAVE LAKE AND WAS IT STARTED A JOKE WE MADE NEW FRIENDS AND WE SHOULD GO VISIT OR THEY COULD VISIT US. IT DOESN’T MATTER WHERE, WHEN WE GET CALLED OUT, THE JOB IS SIMILAR. WE GO OUT AND FIGHT HOUSE FIRES AND GO TO CAR ACCIDENTS AND THAT KIND OF STUFF. SO WE UNDERSTAND EACH OTHER AND WE UNDERSTAND THAT NO FIREFIGHTER WILL MISS A MEAL. EVERY ONCE IN A WHILE YOU DO THAT THING THAT PEOPLE THINKS IS PRETTY COOL AND IT WAS AN HONEST MISTAKE.>>Rosemary: THIS CAME TO US FROM A VIEWER IN ALBERTA WITH FRIENDS AT THE FIRE STATION. IT INSPIRED ALAMO’S PIZZA IN SLAVE LAKE. AND THEY STARTED A RANDOM ACT OF PIZZA CAMPAIGN AND IT QUICKLY RAISED HUNDREDS OF DOLLARS. A LOT OF GOOD FROM ONE BAD GOOGLE SEARCH. I’D ACCEPT A RANDOM ACT OF PIZZA, JUST FOR THE RECORD.>>>THAT IS “THE NATIONAL” FOR SUNDAY, OCTOBER SIXTH. WE’LL SEE YOU BACK HERE FROM GATINEAU TOMORROW NIGHT.
